Louis S. Moore
Lou represents individuals, businesses and governments on a broad range of complex environmental and land use matters, including environmental enforcement and penalty cases, regulatory compliance matters, hazardous waste cleanup and cost recovery cases, wetlands permitting and enforcement, and insurance coverage cases.
Lou is a native of Providence, R.I. and is a long-time resident of Northampton. He received his A.B. degree with distinction from the University of Michigan and his J.D from the Washington College of Law of American University. He is admitted to the Massachusetts bar as well as to the U.S. District Court of Massachusetts and to the U.S. Court of Appeals, 1st Circuit.
He served as legal counsel to Governor Dukakis' Office of Economic Development, as a member of the Massachusetts Government Land Bank Board of Directors and as chair of the Northampton Conservation Commission.
Before establishing his environmental law office, Lou practiced with the Springfield, Massachusetts firm Ryan & White and was a founding partner of Annino, Draper & Moore.

Lou has over 30 years of experience as an attorney providing prompt, responsive, cost-effective and personalized advice and representation to clients facing challenging environmental and land use legal issues. We currently represent a western Massachusetts city in negotiations with a major multinational corporation over the environmental cleanup under federal and state laws and the redevelopment of a large former manufacturing complex. Environmental and Land Use Law
Environmental laws and regulations increasingly impact almost every business, real estate transaction and even residential property use and transactions. We have experience in the wide range of issues property owners, developers and businesses face in this area. We represent both private parties and municipalities, and advise clients on environmental matters from the comparatively simple to the most complex, ranging from obtaining permits, responding to federal, state and local environmental agencies' enforcement actions, private party disputes and regulatory compliance issues.
We have had success in assisting clients with a wide range of environmental and land use laws, including Massachusetts Chapter 21E and the Massachusetts Contingency Plan, Massachusetts Chapter 21C and federal RCRA hazardous waste management statutes, the federal Toxic Substances Control Act, the Massachusetts Wetlands Protection Act and local wetlands laws and underground storage tank regulations. We also have extensive experience in permitting and regulatory compliance issues associated with solid waste landfills and wastewater treatment facilities, including Title 5 septic system regulations.
