Lou represents individuals, businesses and governments on a broad range of complex environmental and land use matters, including environmental enforcement and penalty cases, regulatory compliance matters, hazardous waste cleanup and cost recovery cases, wetlands permitting and enforcement, and insurance coverage cases.
Lou is a native of Providence, R.I. and is a long-time resident of Northampton. He received his A.B. degree with distinction from the University of Michigan and his J.D from the Washington College of Law of American University. He is admitted to the Massachusetts bar as well as to the U.S. District Court of Massachusetts and to the U.S. Court of Appeals, 1st Circuit.
He served as legal counsel to Governor Dukakis' Office of Economic Development, as a member of the Massachusetts Government Land Bank Board of Directors and as chair of the Northampton Conservation Commission.
Before establishing his environmental law office, Lou practiced with the Springfield, Massachusetts firm Ryan & White and was a founding partner of Annino, Draper & Moore.
Lou has over 30 years of experience as an attorney providing prompt, responsive, cost-effective and personalized advice and representation to clients facing challenging environmental and land use legal issues. We currently represent a western Massachusetts city in negotiations with a major multinational corporation over the environmental cleanup under federal and state laws and the redevelopment of a large former manufacturing complex.
